Tender Details
This contract is for the construction of a second road bridge over the Mungindi Rail Line in Gunnedah to replace the existing railway level crossing on New Street and includes roadwork, bridgework and associated activities. The new bridge and approaches are on a deviated alignment around the Gunnedah Maize Mill and provide a connection from the Oxley Highway roundabout south of the railway to the Kamilaroi Highway north of the railway.
The key features of the project include:
• A 194.6m long seven span bridge over the rail line
• A 2.65m pedestrian footway on the eastern side of bridge
• Satisfy Australian Rail track Corporation requirements
• Approach embankments to the bridge
• New roundabout at the intersection of Oxley Highway and View Street
• T-intersection at Barber Street
• Tie-ins to the existing roadway
• Relocation of utilities affected by the work
• Flood mitigation measures including additional ARTC rail culverts, levy banks, creek widening and scour protection works
The head contractor must be able to demonstrate to the satisfaction of the Principal their financial capacity to undertake the works at the tendered price.
The contractor and / or subcontractors must meet the following prequalification, registration and accreditation requirements for works:
• The head contractor must be prequalified at Roadworks Class R3 and Financial Level F25 or higher, and must hold current accreditation under the NSW Government WHS Management Systems and Auditing Guidelines (5th Edition) for Roads and Maritime Services work at the time of closing of this tender. The bridgework must be carried out by the contractor who is prequalified at Bridges Category B3 or higher
• The asphalt paving component of the work must be undertaken only by an asphalt contractor who is prequalified with Roads and Maritime Services under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Category A2 or higher
• Primary testing under the contract (including sampling) must be carried out by testing contractors registered with Roads and Maritime in Category L2: Construction Industry Laboratories
• The organisation undertaking the traffic control must be registered with the principal in Category G: Traffic Control
• The demolition of properties must be carried out by contractors registered with Roads and Maritime in Category X: Demolition of Properties (or otherwise suitably experienced) and holding the class of licence under WHS Regulation 2011 (NSW) from WorkCover applicable to the demolition work required
• The erosion, sedimentation and soil conservation services contractor must be registered with the Principal in Category S1: Erosion, Sedimentation and Soil Conservation Consultancy Services Minor steel fabrication work must be undertaken only by fabrication contractors who are prequalified with Roads and Maritime under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Category S or alternatively are registered with the Principal in Category SM: Minor Steel Fabrication
• The electrical adjustments and street lighting work must be carried out by a Level 1 Service Provider (ASP1) accredited through the scheme operated by the NSW Office of Fair Trading
• Water and sewer main adjustments must be carried out by contractors accredited with Sydney Water for the size of main involved unless otherwise approved in writing by Gunnedah Shire Council
• Pavement marking in accordance with RMS R141 and RMS R142 must be undertaken only by a painting contractor who is accredited under the Painting Contractors Certification Program (PCCP) administered by the CSIRO, to the appropriate Class of Category B Pavement Markings.
The tenderers must comply with the NSW Government’s Code of Practice for Procurement. This is a quality assurance contract.
A pre-tender meeting, including a site inspection, will be held on Thursday 22 March 2018 at Smithurst Theatre, 39 Chandos Street, Gunnedah, at 10:00 am. Attendance is mandatory to submit a conforming tender.
