Tender Details

WestConnex is Australia’s largest road project, and is part of an integrated transport plan to keep Sydney moving -easing congestion, creating jobs and connecting communities.

The new motorway will achieve a vital missing link in Sydney’s motorway network and support Sydney’s economic growth and urban revitalisation.

WestConnex is made up of five projects and is being delivered by Sydney Motorway Corporation in three stages. It will:

• widen the M4 between Parramatta and Homebush and extend it in underground tunnels between Homebush and Haberfield

• double road capacity along the M5 East corridor with the New M5 underground tunnels running between St Peters and Kingsgrove

• provide an underground link between the New M4 and New M5 motorways creating a seamless journey without traffic lights (M4-M5 Link)

• provide a western bypass of the Sydney central business district (CBD)

• provide connections to the Western Harbour Tunnel and Beaches Link.

The M4-M5 Link will be delivered as two separate packages:

1. Main Tunnel Works -including the design and construction of:

• twin tunnels, each four-lanes wide linking the M4 East at Haberfield to the New M5 at St Peters

• ramps between the main tunnels and the surface interchange at St Peters

• tunnel stubs to connect with the Rozelle Interchange and proposed future Western Harbour Tunnel

• ramps between the main tunnels and the surface connection at Wattle Street

• new ancillary facilities at St Peters

• integration with ancillary facilities at Haberfield.

This package of work is being procured and delivered by Sydney Motorway Corporation.  The procurement process for this work has commenced. It is expected to be completed by 2022 (subject to Planning approval).

2. Rozelle Interchange - including the design and construction of:

• an interchange at Rozelle providing connections from the Main Tunnel Works to the surface road network at City West Link, Victoria Road and Anzac Bridge, and providing provision for connections to the future Western Harbour Tunnel

• up to 10 hectares of new public open space located at the site of the disused Rozelle Rail Yards

• active transport links

• Motorway operational facilities.

This package of work is being procured and delivered by Roads and Maritime Services, and is subject of this Pre-registration of Interest. It is expected to be completed by 2023 (subject to Planning approval).

Roads and Maritime is inviting suitably experienced and qualified organisations to pre-register their interest to participate in the Collaborative Contractor Client (CCC) procurement process for the design and construction of the Rozelle Interchange.

There will be a two-stage registration of interest process as follows:

1. Pre-registration of Interest - approved individual Applicants are provided with access to the Rozelle Interchange project information documents within the Data Room.

2.  Registration of Interest - approved consortium or other such group register to participate in the CCC process.

This pre-registration process is for the design and construction of the Rozelle Interchange only. The Rozelle Interchange will be delivered under a lump sum Design and Construct (D&C) contract.

The invitation for Pre-registration of Interest (Invitation) will only be released to bona fide contractors and service providers who have the capability and experience to play a significant role in a consortium, or to act as Applicants in their own right.

To receive the invitation, interested entities must:

1. complete (to the satisfaction of Roads and Maritime) the Pre-registration form (included as Attachment 1 to the Pre-registration of Interest document), which requires details of the interested entity’s involvement in at least one major urban civil or transport infrastructure project (similar in scale and nature to the Rozelle Interchange); and

2. execute (to the satisfaction of Roads and Maritime) the Confidentiality Deed Poll (included as Attachment 2 to the Pre-registration of Interest document), and return these documents to Roads and Maritime, in accordance with the requirements outlined in the attached document titled “Rozelle Interchange -Pre-registration of Interest”.

Roads and Maritime will accept receipt of registration documents (completed Pre-registration form and executed Confidentiality Deed Poll) until 12pm on Friday 30 March 2018.

COMPLIANCE WITH THE CODE FOR THE TENDERING AND PERFORMANCE OF BUILDING WORK 2016

The Code for the Tendering and Performance of Building Work 2016 applies to the building work associated with this project. By submitting an expression of interest in, or tender for this project, you will become subject to the Code for the Tendering and Performance of Building Work 2016.
