Tender Details

Transport for NSW is issuing a Request for Tender (RFT) for an Independent Verifier for the Sydney Gateway Project (Stages 1 and 3).

Sydney Gateway is a NSW Government initiative to improve the way we travel to Sydney Airport and Port Botany. It will deliver major new toll-free connections from the Sydney motorway network to the International and Domestic terminals and towards the M5, Eastern Distributor and Port Botany. Sydney Gateway will strengthen Sydney’s position as a global city, by expanding and improving the existing road networks.

The Sydney Gateway road project has been separated into two separate, but interrelated works packages:

• Stage 1 – International Terminal and Qantas Drive connection – a new high capacity road connection, linking the Sydney motorway network at St Peters Interchange with Sydney Airport’s International Terminal and Qantas Drive.

• Stage 3 – Domestic Terminals access – an arterial road connection and flyover to Sydney Airport’s Domestic Terminals. This includes improvements to existing roads, to relieve congestion and improve connectivity to Sydney Airport Domestic Terminals and towards Port Botany.

The procurement process for the Independent Verifier relates to both Stage 1 and Stage 3 of Sydney Gateway (the Project). Transport for NSW intends to engage a single party to provide Independent Verifier services for both Stage 1 and Stage 3 of the Project, with this Request for Tender seeking a single tender for both stages.

The Independent Verifier is a significant role in relation to the success of the Project. The role provides critical design and construction verification to the key stakeholders to the Project, including Transport for NSW (as the principal and primary asset owner), the design and construct contractor and Sydney Airport (as a stakeholder and end owner of certain assets) and other third parties (including ARTC (amongst others) as interface asset owners).

The RFT will be released (via the Sydney Gateway Independent Verifier Data Room) on 20 March 2020 with an expected award date in quarter 3 2020. This is an open tender process with all organisations with the requisite skillset and interest invited to participate.

The Sydney Gateway Independent Verifier Data Room Interaction Rules (which are referred to in Attachment 2 - Data Room User Access Form) are provided as Attachment 3.

Minimum Requirement 1: Requisite Experience

In addition to the above, interested parties are required to submit a separate document (limited to 1 x A4 page in PDF format) that demonstrates it has the requisite level of experience in providing Independent Verifier services. Responses should briefly summarise the Tenderer’s experience in providing Independent Verifier Services for the design and construction of major transport infrastructure projects (eg. major roads, bridges, projects on or around Australian airports, and projects involving utility diversions and contamination) of a similar nature and scale to Sydney Gateway i.e. with a capital value exceeding $1bn. The Tenderer should provide a brief summary of up to five recent projects undertaken in Australia (within the last 5 years) that satisfy the above requirement.

Only respondents completing the above forms, and that have demonstrated they have the requisite minimum level of experience, will be issued with the tender documents via the Sydney Gateway Independent Verifier Data Room.
