Tender Details

Expressions of Interest (EOI) are invited from organisations wishing to be pre-registered to tender for the proposed contracts for the construction of Stage 2 and/or Stage 3 of the M4 Smart Motorway project.

Stage 2 and Stage 3 form part of the overall 36 km stretch of M4 corridor subject to “managed motorway” upgrades which has been divided into several packages based on delivery and procurement methodology.

The scope of works for Stage 2 includes:

Upgrades to the M4 between Pitt Street and east of Reservoir Road (Node 3) 

• Civil works associated with ITS devices along the M4 mainline between Pitt Street and east of Reservoir Road.

• ITS devices installed as Mainline ITS works between Pitt Street and Cumberland Highway, including ISLUS gantries.

• Ramp works at three interchanges:

       - Burnett Street

       - Coleman Street

       - Cumberland Highway 

• ITS devices installed as Mainline ITS works between Cumberland Highway and Lapstone, including ISLUS gantries as Mandatory Options detailed below:

    - Mandatory Option B1 – Cumberland to east of Reservoir Road

    - Mandatory Option B2 – East of Reservoir Road to east of Roper Road

    - Mandatory Option B3 – East of Roper Road to east of The Northern Road

    - Mandatory Option B4 – East of The Northern Road to Lapstone

 

The scope of works for Stage 3 includes: 

Upgrades to the M4 between east of Mamre Road to east of Mulgoa Road (Node 4 to Node 5) 

• Civil works associated with ITS devices along the M4 mainline between east of Mamre Road to east of Mulgoa Road. 

• Ramp works at two interchanges:

         - Mamre Road

         - Werrington Arterial (Kent Road)

• Ramp works at The Northern Road as Mandatory Option C1 

The applicant must be prequalified under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Category R5 for Roadworks, B2 or higher for Bridgeworks and Financial level F100 or higher. 

The successful applicant is to provide construction services under a "Construct Only" contract and will be selected through a two stage procurement process. The first phase requires applicants to submit an EOI for either Stage 2, Stage 3 or both stages. The EOI submissions will be evaluated against specific criteria in order to shortlist applicants for participation in the second phase. The second phase will be governed by separate Request for Tender’s (RFT’s) for the individual stages issued to shortlisted applicants followed by a detailed evaluation process. Upon completion of the evaluation processes, GC21 Contracts will be finalised and awarded to the successful tenderers. 

All applicants must comply with the NSW Code of Practice for Procurement (NSW Code) and the New South Wales Government's Implementation Guidelines to the New South Wales Code of Practice for Procurement: Building and Construction Industry (NSW Guidelines). The Building Code 2016 (Building Code) applies to this project.

It is a requirement of this project that the successful contractor be accredited under the Australian Government Building and Construction WHS Accreditation Scheme (the Scheme) established by the Fair Work (Building Industry) Act 2012 (FWBI Act) at the time of entering into the contract for the contract work as defined under section 5 of the FWBI Act and maintains accreditation under that Scheme while the contract work is being carried out. 

Regulation 24(h) of the Fair Work (Building Industry - Accreditation Scheme) Regulations 2005 outlines provisions applying to joint venture/alliance arrangements that include accredited and unaccredited members.
