Tender Details

Sydney Trains(Principal) is seeking proposals from experienced and suitably qualified organisations (Proponents) who can demonstrate that they satisfy the mandatory requirements set out below and who have a proven ability to meet the Principal's requirements to undertake rail systems remodelling works at Mt. Victoria, as described in attached request for proposal document (RFP).  

The procurement process will be a three-staged 'Early Contractor Involvement' model as described in the RFP. 

The scope of the rail systems remodelling works at Mt. Victoria includes design, supply and installation, construction and testing/commissioning of a multi-disciplinary range of equipment and facilities, as follows: 

      1. the replacement of the existing life expired signalling system with a new colour light signalling system with remote control capability via a computer based interlocking system (ie, a new signalling system);

      2. civil work;

      3. track work;

      4. overhead wiring (ie, OHW work);

      5. drainage;

      6. low and high voltage power supply upgrade; and

      7. communications, 

Mandatory requirements are: 

      1. the Proponents and/or their subcontractors must:

        1. be Authorised Engineering Organisations with authorisation in the 'Acquire Asset Life Cycle Phase', including design, fabricate/manufacture, construction/installation, integration, test and commission for the following disciplines:

          1. signalling and communications;

          2. track engineering;

          3. civil and related engineering (excluding tunnelling and bridges); and

          4. electrical engineering;

        2. perform the work using employees, contractors, subcontractors, agents, officers and consultants of the Proponent who must have the appropriate qualifications to carry out the proposed Works for and/or on behalf of an Authorised Engineering Organisation;

      2. previous proven experience in implementing at least one comparable project of $25+ million contract value;

      3. previous experience (whether directly or through their nominated subcontractors) in multi-disciplinary projects similar to the proposed Works; and

      4. demonstrated ability to obtain $250 million public liability insurance, $50 million professional liability insurance and $50 million contract works insurance.

It is a further requirement that the Proponents execute and deliver the attached Procurement Process Acknowledgment and Confidentiality Deed Poll to gain access to project documents and RFP forms through Sydney Trains eProcurment portal ‘Ariba’.  

Proponents are to note that the Principal will conduct a pre-Proposal briefing for prospective Proponents as detailed below for which attendance is mandatory:

Proponents are also to note that a site visit will be held on 21st April 2016 commencing at 10:00 AM at Mt Victoria railway station
