Tender Details

Liverpool City Council (LCC) is seeking submissions from suitably qualified Proponents interested in the redevelopment of 75-77 Hill Road, Lurnea (75 Hill Road) for use as Affordable Housing (the Project).  

 

The purpose of this Invitation for Expressions of Interest (Invitation) is to:

 

·        inform the market of the opportunity to redevelop 75 Hill Road for use as

 

Affordable Housing under a long term lease; 

 

·        set out the Evaluation Criteria to be applied in selecting Short Listed Proponents for the development of 75 Hill Road;

 

·        produce a shortlist of Proponents to be invited by LCC to participate in the request for detail proposal (RFDP) process for the development 75 Hill Road; and 

 

·        outline the proposed process and timetable for the procurement process and delivery of the development for 75 Hill Road. 

 

This Invitation is not a formal offer to lease land, it is an opportunity for Proponents

 

to express their interest in:

 

(i)         developing 75 Hill Road for use as Affordable Housing, demonstrate their capability and capacity in delivering projects of this nature, and to illustrate their conceptual approach to the development;

 

(ii)        potentially leasing 75 Hill Road and demonstrating their innovative ideas for its future development. 

LCC will evaluate the Expressions of Interest submitted to determine a short list of Proponents who will be invited to provide a Request for Detailed Proposals in the second stage of the procurement process (RFDP Process).

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
