Consultancy Services for Two Telephone Community Surveys (2018 and 2020).
Blue Mountains City Council (the Council) has been conducting community surveys on a regular basis (either annually or more recently biennially) since 1996. The purpose of these surveys is to measure community perceptions of Council service provision, including satisfaction and importance ratings, and to better understand community priorities to inform Council business planning and resource allocation.
To align with legislated integrated planning and reporting requirements, the Council typically implements a more comprehensive community survey with a sample size of at least 1005 residents, once every four years, to inform the update of the Council’s 10, 4 and 1 year Integrated Plans, with a smaller, supplementary survey conducted in the intervening years.

Conditions for Participation
The Conditions for Participation are mandatory requirements, which describe minimum standards that Suppliers must meet for their Quotes to be considered. If Suppliers do not meet the Conditions of Participation, they will be excluded from the evaluation process.
The Conditions for Participation are:
Suppliers must be an acceptable legal entity. It is Council’s policy not to trade with any organisation that does not hold a registered ABN;

Suppliers must not be bankrupt or insolvent;

Suppliers must declare and provide details of any occurrence, within 5 years prior to submitting a Quote, where the Supplier has been found guilty of breaching any Act or Regulation.

Suppliers must have the minimum level of insurance cover specified in the Contract; and

Suppliers must comply with the New South Wales Government Code of Procurement.
