Tender Details

Bridging the gap in Asset Management Systems will be done in 2 stages:

Stage 1

The consultant will undertake a Gap analysis of State Water Corporation’s Asset Management Systems which will include:

  • Review of the current state of State Water Corporation’s asset management documentation and systems, including but not limited to, asset management tools, policies, processes and procedures Provide the Gap Analysis assessment methodology produced for this engagement.
  • Once asset management practice gaps are identified, the consultant should provide a Gap Analysis report on State Water Corporation’s Asset Management Systems. The report will address an action plan for bridging the gap in SWC’s Asset Management Systems, detailing the tools, policies, processes and procedures to be produced to achieve the optimal level of Asset Management practice.
  • Carry out a Gap Analysis assessment on State Water Corporation’s Asset Management Systems. The Gap Analysis assessment will evaluate the current state of Asset Management practise against the optimal level of Asset Management practise necessary to comply with the NSW Treasury Total Asset Management Policy & Guidelines.

Workshop on “Bridging the gap plan”:

State Water Corporation will review the Gap Analysis report provided by the consultant, and a workshop on “Bridging the Gap plan” will be held at SWC’s Parramatta premises to define the specific priorities for asset management policies, process documents and workflow procedures to be developed.

This workshop constitutes a hold point in the project and further instructions will be given to the Consultant prior to proceeding.

Stage 2

The Consultant will develop and produce up to five asset management policies, up to two process documents and up to five workflow procedures identified in the Gap Analysis report. Note that the above amount of asset management policies, process documents, and workflow procedures is indicative and the Consultant will receive detailed instructions on how to proceed for bridging the gap in SWC’s Asset Management Systems, after the workshop on “Bridging the gap plan”.

Please note that the consultant must provide a schedule of rates – upper limit fee - for developing asset management policies, process documents and workflow procedures. The schedule of rates and the schedule of Personnel – hourly rates for Services will be used to evaluate tenders.

Open Tenders - An invitation to tender by public advertisement with no restriction placed on who may tender. Tenderers will normally be required to demonstrate in their tender that they have the necessary skills, resources, experience, financial capacity, and in some cases licences, accreditations, etc., to fulfil the tender requirements.

Additional Details / Instructions

Document viewing session:

A document viewing session will be organised with the consultant at SWC’s premises in Parramatta, by no later than 3 days before the Tender close date. This is to enable tenderers to familiarise themselves with the Related Documents.

Tenderers will need to book a time with the Contact Person at least 72 hours prior to the date of the session.

Attendance by tenderers at the document viewing session is mandatory. Tenders submitted by tenderers who fail to attend will be passed over.

Please note that State Water Corporation will be closed during Christmas between Wednesday, 23rd of December 2009 and Wednesday, 6th of January 2010.
