| Assessment Criteria - Weighted Comparative: Non-Price Capability and Credentials - 20% Tenderer?s (including nominated personnel) capability to perform role and relevant experience, including experience advising Government and private sector clients, providing Independent Cost Estimation Services during the delivery phase on incentivised target cost or similar reimbursable/collaborative contracts. Note to reviewers: Demonstrated experience working on complex transactions, Proponents should highlight credentials relevant to scope ? i.e., cost estimation and commercial capabilities. Understanding of Government Infrastructure Road Projects under ITC or similar contract types (i.e. Alliance Contracts) - 20% Tenderer has demonstrated capability, capacity and experience in providing Independent Cost Estimation Services for government, statutory authorities or private sector organisations participating in the procurement and delivery of large-scale transport infrastructure initiatives, in particular road projects. Note to reviewers: Demonstrated understanding/experience of Government Road Projects will be of benefit. Methodology - 20% Tenderer?s understanding of the Services and proposed methodology, including insights into the appropriate construction methodology, negotiation strategy, reporting requirements and track record in communicating complex issues and outcomes to broad audiences. Depth and Availability of Resources - 20% Depth of experience and the availability (including home office location) of the nominated team to deliver high quality outcomes at all times required by the project. Note to reviewers: Core team to demonstrate adequate level of experience and commitment to the project. Comparative: Price Proposed Fee Structure (Rate card) - 20% Tenderer?s approach to ensuring that value for money is obtained by the State throughout the Project. |
