Invitation of tender are based on availability of consulting firms and pre-qualification in the approved RMS Complex Bridge Panel. Once PSC is engaged, the reviewer for engaged PSC will not be working in any review work, which the PSC company is involved in. The reviewers will only involved in the review of bridge design, not feasibility studies to avoid conflict of interest where the PSC company may tender in the detailed design development stage.
