Transport for NSW (Transport) is inviting Registrations of Interest (ROI) from suitably experienced, qualifiedprofessional services contractorsto undertake transaction management and advisory services for the proposed design and construct (D&C) contract for the New Richmond Bridge and traffic improvements Stage 2 project (the Project).
The scope of Services and Options include development of Scope of Work & Technical Criteria (SWTC) and transaction management services to assist Project staff and other specialist advisors (Environmental, Probity, Legal and Financial) for the preparation of market interaction documentation, Expression of Interest (EOI) documentation, the preparation and documentation of commercial criteria and Request for Tender (RFT) activities, tender assessment, and contract negotiation phases for the procurement of the Project.
This is an open tender. Participation in the tender process is open to the public.
All tenderers must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period.
All tenderers must comply with the NSW Government Procurement Policy Framework, NSW Government Supplier Code of Conduct and New South Wales Industrial Relations Guidelines: Building and Construction Procurement.

Conditions for Participation
Proponents will be required to satisfy the minimum requirements listed below. The proponents that are assessed as not satisfying the minimum requirements will be excluded from further consideration.
Minimum requirement 1
The nominated Director must have, as a minimum:
Led the transaction management services to award, for the procurement of a major transport infrastructure project with a design and construct contract, with that contract value greater than $200 million in the past ten (10) years.
Minimum requirement 2
The nominated Associate/Transaction Officer(s) must have, as a minimum:
Substantial and extensive relevant experience including minimum three (3) years recent experience in managing commercial transactions for a major transport infrastructure project with a construction cost valued over $150 million, or more, with similar complexity to the Project.
Minimum requirement 3
The Senior Manager/Subject Matter Expert(s) nominated to provide the Service for each activity must have, as a minimum:
Significant demonstrated experience compiling/development of scope of work and technical criteria for projects with a construction cost valued over $200 million, or more, with similar complexity to the Project.
Minimum requirement 4
The nominated Senior Consultant/Transaction Support Officer(s) must have, as a minimum:
Substantial relevant experience including minimum two (2) years recent experience in design and construct procurement processes for major transport infrastructure projects with construction cost valued over $200 million, or more, with similar complexity to the Project.
Minimum Requirement 5
The Respondent must provide a conforming ROI and confirm acceptance to the TfNSW Level 2 - Professional Services Contract. TfNSW will not accept changes to the Level 2 - Professional Services Contract that aren’t agreed prior to RFT.
