Transport for NSW (Transport Infrastructure Projects) / Newell Highway Upgrade – Parkes Bypass - 20.0000303659.0102

Tenders are invited from pre-qualified contractors with Transport for NSW under the National Prequalification Scheme at Roadworks Category R3, Bridgeworks Category B3 and Financial Category F50 for the construction of the Newell Highway Upgrade - Parkes Bypass. The works under the contract generally involve the construction of approximately 10.5 kilometres of new highway (including two bridges) to bypass Parkes NSW. Located approximately 1.5 to 2 kilometres west of the existing Newell Highway currently running through Parkes.

The work under this contract includes:

1. A two-lane road (one lane in each direction) with five key intersections, including:

• two T-intersections, north and south between the existing Newell Highway and the Bypass

• split T-intersection at London Road

• four-way roundabout at Condobolin Road

• T-intersection with Bogan Road.

 2. Two bridges:

• bridge over two rail lines and Hartigan Avenue

• bridge over the Bypass on Victoria Street. 

3. An extension of Hartigan Avenue (Henry Parkes Way) with intersections with Brolgan Road, Billy Mac Place and Condobolin Road.

4. Changes to local roads to tie in with the new Bypass.

5. A new shared path for pedestrians and cyclists which will connect Brolgan Road, Condobolin Road and Victoria Street.

The works are to be constructed partly within and upon operating roads, over an operating railway line and constructed adjacent to live traffic. 

Tenderers must comply with the NSW Government‘s Procurement Policy Framework (NSW Framework) and Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

By submitting an RFT for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.

It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out. Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.

A pre-tender meeting including a site inspection, will be held on Tuesday 20 April 2021 at the Parkes Golf Club, Parkes commencing at 9am. All tenderers who have downloaded documents will be automatically registered for the pre-tender meeting. The pre-tender meeting may be changed to a web-based MS Teams meeting (if required) due to Covid-19 restrictions. Attendance (in person) is mandatory unless there are specific instructions that the meeting is moved to a web-based platform.

A Local Industry session will be held following the pre-tender meeting on Tuesday 20 April 2021 at the Parkes Golf Club, from 3pm to 5pm.
