Transport for NSW (TfNSW) is seeking industry feedback as part of a market interaction process for the Marulan Bypass Rehabilitation project.
The Hume Highway is the second largest freight route in NSW, linking the two largest cities in Australia, Sydney and Melbourne. The Marulan Bypass incorporates approximately 7.3 kilometres of dual carriageway built in 1986 as part of the Hume Highway upgrade. Traffic volumes have increased significantly since the opening of the bypass, including higher than expected growth in heavy vehicle volumes and type. As a result, the pavement has exceeded it's initial design life and now requires regular maintenance.
TfNSW is seeking to engage with industry to determine the following:
- guage market interest
- seek feedback on staging options
- seek clarity on procurement model and contract form
- seek feedback on risks with our proposed project scope
- seek to understand current pain points for industry (ie supply, labour, materials)
TfNSW proposes to rehabilitate the Hume Highway Marulan Bypass. Key objectives of the proposal include:
- Improve freight productivity and reliability
- Delivery long term asset management solutions and reduce existing maintenance liability
- Improve pavement quality to a NAASRA roughness count of less than 40 counts/km
- Maintain and improve road safety
TfNSW is looking to engage with our industry partners to help inform the development of the procurement strategy and in particular, staging options. TfNSW is seeking feedback from the following types of organisations:
- Civil contractors who are prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Roadworks Category R3; or
- Asphalt paving contractors who are prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Category A2; or
- Concrete paving contractors who are prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at Category K; or
- Registered Technical Service suppliers that have registered with TfNSW Registration Scheme for Construction Industry Contractors (Scheme SCM8661) under the Standard Road Design and Pavement Interpretation of Test Results and Advice categories.
