Tender Details

Transport for NSW is seeking to engage an experienced Asset Manager (AM) to provide asset management and maintenance services (AM Services), ensuring that the M6 Stage 1 is maintained to the highest standards, minimising disruption to users, and ensuring the safety of all those who use the road.

The AM Services are generally of the nature of:

- Refurbishment and Maintenance Activities: The AM will be required to undertake discrete maintenance and refurbishment activities in accordance with the Asset Management Plans and Technical Maintenance Plans;

- Asset Management: Undertaking asset management activities and planning including taking a strategic approach to major repair and replacement activities;

- Asset Information and Artefacts: Manage asset information and artefacts including maintenance of an Asset Information System;

- Handover Activities: Undertake a handover of the M6 at the end of the Term, including end-of-term condition assessments; and

- Asset Enhancement: Proposing asset enhancements to provide safety, road network, motorist, community and/or sustainability benefits.

To support provision of these services, it is expected the AM will have personnel with relevant expertise and experience, including in the application of strategic asset management in a transport infrastructure context.

Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).

In order to receive access to the EOI Data Room, each applicant must satisfy the Entry Requirement and provide the Required Documents to TfNSW’s satisfaction:

Entry Requirement – Demonstrated Experience and Capability (Maximum Two A4 Pages with no less than 10-pt Arial font)

Interested parties are required to submit a response demonstrating that, if the party was successful in this EOI and future tender process, it has the capability to perform the AM Services generally described above and has experience in asset management and maintenance services on complex infrastructure projects with system interfaces within the last seven years.

Details that a party may provide as part of this response include: 

• past projects, including details of the value, client, scope and timing of performance of the Services;

• accreditations or related corporate capability information; and

• any other information that the party wishes to include to satisfy TfNSW that, if the party was successful in this EOI and future tender process, it has the capability and experience to perform the AM Services.

All interested parties are required to submit the Entry Requirement document to TfNSW at M6AssetManagement@transport.nsw.gov.au with the following email subject heading: ‘[Name of organisation]: M6 AM: EOI – Entry Requirement Submission’ before 29 August 2023 at 14:00 AEST.

Interested parties submissions will be reviewed and evaluated by TfNSW to determine, in TfNSW’s absolute discretion, that the party has the capability and experience to perform the AM Services if successful in the tender process.

TfNSW will contact all interested parties who have submitted the two-page Entry Requirement via email to confirm whether they have been approved (or otherwise).

Required Documents – Company Confidentiality Deed, Individual Confidentiality Deed and Data Room Access Form

Following notification to the interested party that it has satisfied the Entry Requirement, the interested party will need to submit the following Required Documents before the EOI Data Room access is provided by TfNSW:  

• Corporate Confidentiality Deed Poll (Template Provided) - if the party has not previously provided TfNSW with a Corporate Confidentiality Deed Poll as part of market interactives undertaken by TfNSW, the party must provide a Corporate Confidentiality Deed Poll executed by their organisation. 

• Individual Confidentiality Deed Poll (Template Provided) - if the party’s nominated individuals for data room access have not provided TfNSW an Individual Confidentiality Deed Poll as part of market interactives undertaken by TfNSW, the party must provide Individual Confidentiality Deeds Poll executed by nominated individuals seeking access to the data room. 

• Data Room Access Form (Template Provided) - the applicant is required to complete a data room access form providing details of the individuals requiring access to the Data Room.
