Tender Details

Transport for NSW is inviting suitably experienced, qualified, and accredited suppliers to be engaged to provide Chairperson services for the Western Harbour Tunnel Project’s Air Quality Community Consultative Committee).

Transport is currently delivering the Western Harbour Tunnel project with main works currently underway. The Western Harbour Tunnel’s ventilation system will be built to meet strict air quality standards using state-of-the-art ventilation and tunnel design.

The AQCCC will perform an advisory and consultative role, informing the location of air quality monitoring stations and Ambient Air Quality Protocol.

The AQCCC will comprise of representatives from Transport, the tunnel operator, council and the local community. The location of monitoring stations will be verified by the Air Quality Independent Reviewer, with consideration of advice from the Environmental Protection Authority.

Responsibilities of the AQCCC independent chairperson include:

• managing all aspects of committee meetings in a fair and independent way

• preparing meeting agendas, minutes and annual reports of committee activities

• ensuring committee members abide by the code of conduct and resolving disputes between committee members

• liaising with key stakeholders and the Department of Planning, Housing and Infrastructure (DPHI) on matters raised in committee meetings.

This is an open tender. To successfully participate in the tender process for the project AQCCC chair, organisations must:

1.    execute a Transport Western Harbour Tunnel project Confidentiality Deed and return to Tejas Mistry via email (Tejas.Mistry@transport.nsw.gov.au) on or before COB 19 May 2024 (Attachment A). 

2.    respond to the mandatory selection criteria on or before COB 19 May 2024 (Attachment B), to participate.

All tenderers must be from the NSW DPHI’s pool of suitably qualified chairpersons appointed to chair community consultative committees for state significant projects in NSW.

All tenderers must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period.

All tenderers must comply with the NSW Government Procurement Policy Framework, NSW Government Supplier Code of Conduct and New South Wales Industrial Relations Guidelines: Building and Construction Procurement.
