Scheme Details
The Specialist Homelessness Services (SHS) Prequalification Scheme will list organisations that are prequalified to deliver SHS in NSW.
Applications to the scheme must be submitted electronically through an online application form on https://tenders.nsw.gov.au/.
Your organisation must be registered on this website in order to lodge an application. Registration can be completed at any time and requires basic contact information and administrative details.
The scheme will be open for applications from 23 September to 5pm on 18 October 2013.

Applications may be saved as a draft until completed. All applications are to be submitted by 5pm Fri 18th Oct.

Eligibility Information
Organisations that are not currently funded under the SHS Program or NPAH/HAP Program must meet all criteria in this section to be eligible for the Prequalification Scheme. Verification
Please provide details of 2 professional contacts from outside the organisation that are able to verify information given in this application about the organisation and the work it undertakes in relation to homelessness. The contacts must;
- be made aware of your application and intention to name them as a contact;
- respond on the documentation provided by FACS, within 1 week of the request;
- have sufficient familiarity with your organisation and the content of the application to be able to provide informed comment;
- not have been employed as a staff member or as a member of the management committee within the last six months;
- not be an officer of FACS;
- be available for comment for at least 4 weeks after the application closing date.
The contacts should be from the following types of agencies and work closely with your organisation:
- a local consumer organisation;
- a local service provider that itself is not applying for prequalification;
- a government department; or
- a local government organisation

Insurance
Please attach a copy of all relevant insurance documents and note when each of them expires. List documents such as insurances to protect:
- The organisation’s physical assets against loss and/or damage;
- The organisation against legal liability risk for personal injury and/or property damage or other financial loss claims including, without limitation:
- public liability; and
- directors’ and officers’ liability; and
- professional indemnity;
- The organisation’s volunteers for personal injury risk arising during voluntary duties;
- The organisation’s employees by maintaining all insurance required under the Workers Compensation Act 1987.

Dear Service Provider,
We recently advised of a change in tender dates for SHS services. After careful consideration of the many requests from the sector and peak organisations to open tenders as early as possible, the tenders will now open by close of business Wednesday, 27 November 2013 and the tender closing date has also been extended to Tuesday 28 January 2014.
Further details about the tender process will follow as tenders open. The Department of Family and Community Services acknowledges the hard work of the specialist homelessness services and apologises for any inconvenience caused by these changes.

In response to feedback from the sector, the following changes have been made to the Going Home Staying Home Select Tender Help Guide and Applictions Form. These are currently being up-loaded to each tender package with the changes highlighted in red.
The main changes are outlined in a Question and Answer Sheet dated 6 January 2014 that has been published today. These changes include:
- Relaxation of the current word limits within the Application Form;
- Extending the application close timeframe;
- Relaxation of case mix requirements;

- An updated Tender Q&A has been posted on the eTendering website. This incorporates frequently asked questions since the last Q&A/Factsheet which was issued on 6 January.
- A new Q&A has been posted on the eTendering website reflecting the questions raised at the Northern Sydney Information Session held on Thursday 12 December. This document has been included in the Tender Information sessions material link. This link will continue to be updated with each of the information session Q&As as they become available.

Applicants invited to the tender stage of the GHSH procurement process for SHS program funding are reminded that there is just under two weeks left before the tender closes.
The tender will close at 2pm on 7 February 2014.
A video link guide is available as a checking tool to completing the application form. The link to the video is provided in the answer to Question 10 in the Q&A 28 January 2014 Sheet.
Applicants are also advised to submit their applications early (the day before) to avoid any difficulties that could occur with loading applications and needing last minute technical support.
