The services being purchased through this RFT are for the continued operation of the Rural Residential Adolescent Alcohol and Other Drug (AOD) Rehabilitation Services in Coffs Harbour and Dubbo.
The primary objective of the Rural Residential AOD Rehabilitation Services is to offer an intensive AOD program in a residential setting to assist young people to address their alcohol and other drug misuse connected with their offending behaviour.
The Services provide a stable and secure environment where young people are assisted to address anti-social and risk taking behaviours while strengthening interpersonal skills and targets:
- Young people 13 to 18 years old who have a history of significant AOD use that contributes to their offending behaviour
- Young people who have a dual diagnosis, as well as young people on medically supervised detoxification medications.
The services will continue to be provided in the premises currently being used for this purpose. The successful Tenderer(s) will be responsible for the management of the services as well as the premises.
Successful tenderer(s) will be expected to comply with the Juvenile Justice Tender Specifications for the Services in Dubbo and Coffs Harbour and implement the X-Roads – A CBT Based Intervention targeting substance misuse for young people.

Mandatory tender briefing sessions and site visits will be conducted for each location:

Time: Briefing: 11:00 am to noon
Site Inspection: 1:00 pm to 2:00 pm

Attendance at the Pre-Tender Briefing and Site Inspection is mandatory for each location a Tenderer is tendering for. Offers from Tenderers who did not attend the Pre-Tender Briefing and Site Inspection will not be considered.
The Pre-Tender briefing and site inspections will enable prospective tenderers to gain an increased understanding of the Tender requirements and provide the opportunity to inspect the existing properties and facilities of the two services.
The names of people attending the pre-tender briefings and site inspections must be provided to the Contact Officer (Hugh O’Donnell) via email: Hugh.ODonnell@justice.nsw.gov.au by noon Friday, 24 November 2017.
No more than two (2) people from each prospective Tenderer will be permitted to attend the briefing sessions and site visits. An attendance register will be available for the briefing and site visit at each location.
The location of the site visits (including maps/directions) will be provided to prospective Tenderers at the briefing sessions.
