The New South Wales Land and Housing Corporation is calling for a single-stage Requests for Proposals from developers with a proven track record in delivering vibrant master-planned residential communities to participate in the Humphries Road Precinct, Bonnyrigg Project (Project). Please see the Conditions for Participation for this tender.
This Project (comprised of Stages 7B - 11, otherwise known as Stage 7B, Stage 1 and Stage 2) is a 241-lot land subdivision that will deliver 275 new mixed-tenure houses, terraces, and apartments. The project works will include the construction of 65 new social housing dwellings, delivery of community works required under the voluntary planning agreement (VPA), a strategy to deal with 210 Market Housing and enabling infrastructure completed via LAHC’s existing facility with National Housing Finance and Investment Corporation (NHFIC).

How to request access to the RFP documents
LAHC will be utilising a Data Room for the ongoing management of the RFP documentation for this Request for Proposal. Proponents will have access to the Data Room at least until the RFP Closing Time.
To be able to access the documents through the Data Room, LAHC requires your organisation to complete the following:
• a Confidentiality Agreement (file: Confidentiality deed poll attached); and
• information on individuals requiring access to the data room (file: Requested Authorised Persons Lisa attached).
Please complete the attached documents and return to LAHCMajorProjects@facs.nsw.gov.au by email for access to the RFP documents through the data room (noting the role and relationship to the Proponent in the covering email).
To the extent that Proponents require any external advisors and/or associated parties to be provided with access, then these organisations will also need to complete the above steps.
Legal requirements for NSW Government agencies arising from international procurement agreements
• This is a covered construction procurement as mandated by the Enforceable Provisions Procurement Direction under the Public Works and Procurement Act 1912, and
These provisions came into effect in New South Wales on 29 November 2019.

Conditions for Participation
Mandatory Criteria: Proven track record and demonstrated capability and experience to deliver a master-planned residential community project of 200 + dwellings within the last five (5) years.
