Tender Details

The Department of Communities and Justice (DCJ) requires the services of an external contractor to undertake a process, outcome and economic evaluation of Family Connect and Support (FCS). FCS is a referral service for families experiencing vulnerabilities. It is a voluntary, whole-of-family service that aims to support families and link them to the right services before their situation becomes more complex and escalates. 

The purpose of the evaluation is to understand whether the FCS program provides an effective soft entry point into the service system for vulnerable families. The evaluation will be key to understanding the connection between FCS intervention and support in preventing a child, young person and /or family’s issues from escalating. The FCS service model was developed as part of a redesign process. The evaluation will offer insights into the new program design, what’s working well and outcomes families achieve.The evaluation will provide insights and evidence at interim periods to further inform the evolution of the FCS program. It will support continuous service improvement and local service system planning and collaboration. 

Finally, the evaluation findings will be used to support decisions about program continuation, expansion and policy and practice decisions. 

The contract term is until December 2023. 

DCJ views this evaluation as a partnership opportunity to demonstrate how Government, Corporate/research/academic sectors and the non-government sector (primarily FCS funded providers) can effectively work together to achieve better outcomes for children, young people and families and inform broader reform priorities and projects across Government.
