In Stage 2 of the Procurement Plan, Open Tender submissions are sought from new OOHC providers, including non-program funded Header providers of both placement and non-placement services under Individual Client Agreements (ICAs). The aim of the Open Tender is to establish the pre-qualified lists and proposed growth placements in each Community Services region.
Two Service Provider Briefing Sessions for the Open Tender will be held as detailed below:

Applications will only be accepted in electronic format via the NSW E-Tendering website. Applications will not be accepted by email or fax. Exceptions to this shall only apply where Community Services has provided written permission to an applicant to lodge an application or part thereof by hardcopy, some other physical form. Such permission shall only be granted in circumstances, deemed exceptional by Community Services (The Convenor), at its absolute discretion.

A two staged Procurement Strategy will be used for the establishment of a pre-qualified OOHC service provider list (prequalified list) in each Community Services region and the purchase of OOHC placement services from the NGO sector.
In this Open Tender stream new OOHC providers may apply, including non-program funded Header providers of both placement and non-placement services under Individual Client Agreements (ICAs).
The service provider must meet the legal entity requirements of the Community Services Service Agreement (available from the Community Services Website).
