This is a Notice to Industry for an opportunity  to provide feedback before the proposed Expression of Interest process for this project proceeds.


PROJECT DESCRIPTION
The Airds Bradbury Renewal Project (the Project) involves the comprehensive renewal of the Airds Bradbury social housing estate (the Estate).
The Project will be jointly procured by Department of Finance and Services (DFS) and Housing NSW (the Agencies).
DFS is managing the Project on behalf of the Agencies.

The Estate currently comprises approximately 1470 social housing dwellings (94%) and approximately 90 private dwellings (6%). The site is located approximately fifty kilometres south-west of the Sydney CBD and is situated within the Campbelltown local government area.
The proposed concept plan increases the total dwellings to 2100 of which 30% will be social housing dwellings and 70% private dwellings.

The Project is an exciting opportunity for a private partner to:

·  sell approximately 525 existing dwellings, refurbished as necessary, to private buyers

·  develop approximately 325 new dwellings for social housing

·  develop approximately 855 new dwellings for purchase by private buyers

·  acquire (or develop) in the local and surrounding areas approximately 840 dwellings off-estate for social housing purposes

·  provide community building, consultation and communication services

provide tenancy, facilities management, social and support services to social housing tenants.

Before inviting expressions of interest, the Agencies wish to engage with industry and seek feedback. The purpose of the industry engagement and feedback period is to:

·  provide general information about the Project and increase awareness

·  set out details for the engagement process and identify areas in relation to which the Agencies would like to receive views from the industry

·  set out details for the procurement process.

The Agencies have prepared an information document (available to download) that outlines the project, information about possible commercial structures and key challenges along with information about the procurement process including the details about the industry briefing, how interested participants can provide their feedback and/or meet with project representatives, the proposed EOI process and consortium formation.

Estimated Timeframe for Delivery

Any resulting PPP contract is likely to be for a period of about 30 years with development services over a 15-year period and the other services for a further 15 years.
Feedback is sought from industry as to the optimal term for the agreement.
