Tender Details

Built in 1991, the John Morony Correctional Centre (JMCC) is located at Berkshire Park, approximately 5 kilometres south of Windsor and is part of the Windsor Correctional Complex.

The JMCC is currently operated by Corrective Services New South Wales (CSNSW) as a 401 bed medium security remand correctional centre for male inmates. 

The State, acting through NSW Treasury and the NSW Department of Justice, aims to achieve the following objectives through contesting the Management Services of JMCC:

• maximise service outcomes, including monitoring and continuous improvement of performance;

• demonstrate value-for-money through competition and innovation; and

• increase accountability during the delivery of services.

The State is seeking to enter into a Management Agreement with a suitability qualified entity for the provision of Management Services for JMCC. The initial term of the Management Agreement is envisaged at this stage to be a period of seven years commencing at the start of the Operations Phase (which follows an initial Transition Phase). This may potentially be followed by two extension terms of up to five years.

The types of services anticipated to be provided as part of the Management Services for JMCC include:

  • accommodation and custodial services;
  • programs and industries;
  • health services;
  • transport and escort services to and from funerals, healthcare facilities and other approved releases; and 
  • facilities and asset management.

Attending the Non-Mandatory Industry Briefing

NSW Treasury and NSW Department of Justice will be holding a non-mandatory Industry Briefing and will be issuing a Call for Expressions of Interest for suitably qualified entities to undertake Management Services for the John Morony Correctional Centre.

The Industry Briefing will be held at 12pm on 31 March 2016 at Rooms 3,4 and 5 of the Henry Deane Building, 20 Lee Street, Sydney.

Parties interested in attending the Industry Briefing must pre-register by completing the attached form titled “Pre-Registration for Attendance at Management Services for John Morony Correctional Centre Industry Briefing”. The completed form should be emailed to roxanna.shirvani@advisian.com by close of business on 29 March 2016.

Seats at the Industry Briefing will be limited.  It is preferred that each party sends no more than three (3) individuals.

 

Release of the Call for EOI

Parties who wish to receive the Call for Expressions of Interest must:

  • read and complete the Confidentiality and Disclaimer Deed Poll (attached); and
  • return the completed Confidentiality and Disclaimer Deed Poll by email to roxanna.shirvani@advisian.com.

The Call for Expressions of Interest will be made available to interested parties via a Data Room by close of business on 31 March 2016, subject to the party’s return of the Confidentiality and Disclaimer Deed Poll prior to close of business on 29 March 2016 and subject to the States satisfaction with the returned Confidentiality and Disclaimer Deed Poll.

Alternatively, parties may gain access to the Call for Expressions of Interest between 31 March 2016 and the EOI Closing Date subject to the States satisfaction with a returned Confidentiality and Disclaimer Deed Poll prior to EOI Closing Date. 

The rules for the use of the Data Room (the “Call for Expressions of Interest Data Room Interaction Rules”) are attached.
