Tender Details

Justice is tendering for Suppliers to deliver the Extra Offender Management Service (EOMS) in the following locations: Liverpool, Burwood/Parramatta and Tamworth. Tenders are invited for one or more of the locations. The successful Tenderer(s) will be contracted to deliver the service for three years. 

The EOMS expands existing evidence based offender management. Offender management is currently only available to offenders who are sentenced to custody or community based supervision with Corrective Services NSW (CSNSW). The EOMS makes offender management available to priority offenders at different stages of the criminal justice process. 

The key objectives of the Extra Offender Management Service are to: 

<!--[if !supportLists]-->1.  Engage offenders who have a high risk of reoffending soon to invite them to voluntarily participate in assessment and intervention to reduce their risk of reoffending;

<!--[if !supportLists]-->2.  Provide priority offenders with one-on-one, evidence-based management and offence-focused interventions in line with the Risk Needs Responsivity approach to offender management;

<!--[if !supportLists]-->3.  Work in partnership with other agencies to deliver consistent and comprehensive management, treatment and services to priority offenders to reduce their risk of reoffending;

<!--[if !supportLists]-->4.  Provide information to the courts about the offender’s participation and progress on EOMS and, on exit, as relevant to CSNSW to support continuity of case planning; and

<!--[if !supportLists]-->5.  Contribute to increased community and victim confidence in the criminal justice system through more effective responses to reoffenders.  

Organisations will be funded to engage eligible priority offenders in voluntary offender management and to provide evidence based one-on-one interventions that respond to a priority offender’s identified offending related risk and needs.
