Request for Expression of Interest for an Evaluation of the Homeless Youth Assistance Program (HYAP)
The Department of Family and Community Services (FACS) provides funding for non-government organisations (NGO) to deliver targeted and holistic service responses to support unaccompanied children and young people who are experiencing or are at risk of homelessness through the Homeless Youth Assistance Program . The program aims to reconnect children and young people with their families and broader support networks, where appropriate , or enable them to transition to appropriate longer-term supported accommodation. FACS is undertaking a two stage procurement process to select a suitable organisation to conduct the evaluation of the HYAP Program.

The Department of Family and Community Services (FACS) is recommissioning current residential care services with new contracts to commence 1 July 2017. Through the recommissioning, FACS will progressively implement Intensive Therapeutic Care with the following objectives: · Provide consistent, evidence based therapeutic care to children and young people; · Provide permanency and opportunities for more normalised living arrangements; · Focus on identifying and delivering the best outcomes for children and young people; and · Robust consistent data collection and conduct performance monitoring against agreed outcomes with a view to moving towards outcomes based contracting over time that rewards better performing service providers.

It provides this intervention at new touch points in the criminal justice system, including between criminal proceedings being commenced and sentencing, and following release from a custodial sentence (in the absence of mandated supervision).

Request for Expression of Interest for the youth homelessness prevention program for young people leaving OOHC service delivery
$10 million per annum (over 4 years) has been allocated to a pilot initiative diverting young people leaving Out-of-Home-Care from the homelessness service system. Young people will be supported through a suite of services including Personal Advisor (based upon the U.K. model) education and employment mentoring transitional accommodation support and subsidised head-leased accommodation. The pilot will be rolled out in targeted locations across the 2017 calendar year using a 4 stage process. Each stage will inform the design of the next stage of the model and use service-user (young people’s) feedback to improve the quality of service delivery. The pilot will operate to June 2020. The Department of Family and Community Services is initially seeking Expressions of Interest from organisations to lead the delivery of these services under either or both of the first two stages of the roll-out which will roll-out consecutively between January and April 2017.
