Tender Details

Homes NSW is calling for Expressions of Interest (EOI) from registered Tier 1 Community Housing Providers(CHPs), or a consortium led by a registered Tier 1 CHPs, to nominate their interest and suitability to progress to a select Request for Proposal (RFP) stage to act as a future delivery partner(s) and property manager(s) for four large scale social and affordable housing developments in Lane Cove, Mascot, Maroubra, and Port Macquarie.

Homes NSW is seeking CHP delivery partners for the four projects, which have the potential to deliver a total of 450 new social and affordable homes with 80-150 new homes per project. Homes NSW is also seeking long term property management from the CHP partners to provide services and support that enhances the health and well-being of our tenants.

Homes NSW submitted the four projects to Housing Australia for Round One of the Housing Australia Future Fund Facility (HAFFF). If successful, Homes NSW intends to novate the application to the successful future delivery partner for each project.

Homes NSW will be utilising a data room for the ongoing management of the EOI documentation for this Invitation for EOI. 

To be able to access the documents through the data room Homes NSW requires your organisation to complete the following: 

• a Confidentiality Agreement (file: Confidentiality deed poll attached); and

• information on individuals requiring access to the data room (file: Requested Authorised Persons List attached).

Please complete the attached documents and return to CommercialPartnerships@homes.nsw.gov.au by email for access to the EOI documents through the data room.

How to lodge an EOI response:

Click LODGE A RESPONSE at the bottom of the page and follow the instructions to attach your files for lodgement.

It is the responsibility of Respondents to ensure that sufficient time is allowed for the lodgement of responses, as electronic receipt of lodgement is not issued until all the documents are fully uploaded.

It is recommended that you attempt to lodge your response at least 24 hours prior to closing time so that if you experience difficulties the contact officer nominated may be able to assist in resolving any problems.

You can attach up to 5 individual files on each lodgement. There is no restriction on the number of times you lodge a response in order to submit all of your files but you should identify each file (e.g. file_1_of 6, file_2_of 6 etc).

Accepted File Formats: Word (.doc), Excel (.xls), Adobe Acrobat (.pdf) and JPEG (.jpg)

Conditions for Participation

This invitation for Expressions of Interest is inviting interested parties, who must meet the below Mandatory Criteria:

• The Respondent is a CHP registered with the National Regulatory System – Community Housing with a Category of Registration being ‘Tier 1’ (or Tier 1 CHP led consortium); and

• The Respondent’s lead entity is eligible or is proposed to be eligible (i.e. through an Special Purpose Vehicle (SPV) structure) for HAFFF Round 1 (as per Housing Australia requirements).
