Project Intent The primary intent of the project is to work with clients who are homeless or at risk of homelessness to find appropriate and affordable housing solutions. The project will focus on establishing sustainable tenancies to mitigate homelessness and reduce the significant number of people accessing SAAP services for medium term accommodation. In addition, the project involves investigation of private rental options and some social housing tenancies. The focus of the project will be on placing clients into private rental accommodation and brokering support to sustain the tenancy. The project will also focus on preventing homelessness by assisting people to establish and maintain their tenancies. Support and assistance may include: referrals to financial counselling and budgeting; counselling; links to life skills programmes; tenancy training; advocacy, negotiation skills and referral to specialist support groups and services such as domestic violence and metal health support services.
Project Objectives
The project will aim to:
Assist homeless individuals and families with accompanying children to obtain suitable and appropriate housing solution and broker support for the tenancy through the important initial three months of tenancy and up to six months;
- Provide a focus on securing housing for people leaving institutional environments including children leaving protective services;
- Provide a focus on securing private sector housing for clients with secondary access to the social housing system as required through the Housing Pathways model;
- Increase collaborative service delivery across government and non-government agencies in responding to homelessness through the support of local housing forums, and acting as the lead co-ordination point for local communities assisting homeless people;
- Identify and resolve impediments to the effective provision of housing services and make recommendations to reform the existing access system in the long term;
- Collaborate with other services (such as SAAP and HASI) to ensure duplication is diminished and maximum value for the community is obtained;
- Assist clients where required by providing financial support to individuals to help with the establishment costs for tenancies where these cannot be sourced through other means or services; and
- Use existing best practice models to locate and secure housing for clients and support these tenancies for an initial period.
Tender Scope Tenders can either apply to deliver the Accommodation Project across the entire North Coast i.e. 7 geographical areas or may wish to tender for the Mid North Coast incorporating the areas of Taree/Great Lakes to Coffs Harbour or the Far North Coast incorporating the areas Clarence to Tweed.
