Scheme Details
buy.nsw is the one-stop shop for whole-of-government procurement resources and services. The buy.nsw Supplier Hub is the platform where NSW Government buyers and suppliers can connect.
Currently, schemes are managed within the eTendering platform. From April 2023, the scheme management functionality in eTendering will be replaced with a scheme module within buy.nsw, making it easier to view and search for approved scheme suppliers, and giving suppliers a more streamlined application process.
In April 2023, all NSW Government Schemes will be frozen to allow for the introduction of the new scheme module within buy.nsw. This means that for a short period of time, suppliers will not be able to submit new applications or resubmit unsuccessful applications in eTender. We encourage all suppliers to ensure their applications are submitted prior to April 2023 and we will review them prior to the closure of eTender in May 2023.
GETTING READY
- Government buyers to register on the Supplier Hub – this is where you’ll find current information on suppliers for tenders
- All Government suppliers, including those currently approved on any Government scheme, will need to be registered on the Supplier Hub as it is now a mandatory requirement.
Until April 2023, suppliers can submit applications through the eTendering website. After April 2023, suppliers will be required to submit applications through the Supplier Hub. In both instances, a Supplier Hub account will be required to apply.
The Advertising and Digital Communications Services Scheme is managed by the Communications and Engagement branch in the NSW Department of Customer Service. The Scheme provides NSW Government access to a wide range of skills, expertise and experience covering marketing, advertising and digital communications categories.
Vendor Instruction
Refer to the How to Guide for information on the steps to submitting a new application (new suppliers) or modifying and retrieving an existing application (existing vendor).
Vendors must not apply for more than three main capabilities however can nominate as many services under the main capabilities. If you wish to apply for more than three capabilities, please contact the team at advertising@customerservice.nsw.gov.au
Acceptance will be subject to demonstrated experience within the case studies and referee reports submitted with your application.
Please refer to the Application Checklist and Case Studies Examples below to assist you in ensuring all details are correct prior to submitting your application. Applications that do not address the details in the Application Checklist document will not be processed or approved for the Scheme and will be returned to the supplier as unsuccessful.

In 200 words or less, provide a clear and concise description of the key professional services, and experience, offered by your organisation.
List names of divisions covered under your ABN.
Services and Capabilities
List some of the major (private sector and/or NGO) clients you have serviced over the last two years (max 10 clients).
If available, list other clients (government including local, state and/or federal agencies) you have serviced over the last two years (max 10 clients).
Complete the Case Studies Template and list case study examples of projects that you have delivered for clients during the past two years. You must provide two case studies for each nominated capability. Your referees will need to support at least one of the case studies. A maximum of six case studies can be submitted.
If your application is successful, these case studies will be made available to potential NSW Government clients looking to engage your services.
Please include at least one case study of work valued at your lowest campaign/program budget tier. For example, if you selected ‘Less than $50K’, you must include a case study of work at this amount.
Complete the Referee Report Template and provide at least three relevant references from your clients. At least two of these should review your performance on the examples listed in the case studies template.
Each referee must provide their signature or verify that the referee is the author of the written reference or at least approves written content.

NSW Government’s Advertising and Digital Communications Services
Scheme opens to new applications
The Advertising & Digital Communications Services Prequalification Scheme (The Scheme) is open for new applications from Tuesday 7 June 2016. The Scheme provides two categories of services to NSW Government departments: Advertising Services and Digital Communications Services.
The Department of Premier & Cabinet (DPC) centrally manages the Scheme for NSW Government and have revised the Scheme to ensure consistency with current NSW Procurement direction, and provide a more flexible, streamlined application and evaluation of a broader range of suppliers. This will also address the changing and expanding needs of NSW Government’s marketing requirements moving forwards.
Under the revised Scheme arrangements, applications will be received and assessed at any time during the Scheme period, which is currently until end of April 2018.

Scheme extenstion notice. No action required, existing vendors remain approved on the scheme and rolled over to the new extension date.
The Advertising & Digital Communications Prequalification Scheme SCM2701 (The Scheme) has been extended from the 30th of April 2018 to 30th of April 2020. The Scheme provides two categories of services to NSW Government departments: Advertising Services and Digital Communication Services.
The Department of Premier & Cabinet (DPC) centrally manages the Scheme for NSW Government and have extended the Scheme to continue the simplified and efficient procurement of communication services by Government agencies.
Under the revised Scheme arrangements, applications will be received and assessed at any time during the Scheme period, which is currently until the 30th of April 2020. Current successful applicants will remain on the scheme and may be asked to provide additional or up to date documents.

The Advertising and Digital Communications Services Prequalification Scheme is undergoing a review. From 12 December 2019, we will not be accepting new applications until the review is complete. We will continue to review applications submitted before 12 December 2019. We will advise all prequalified suppliers when the review is complete.

The closing date for the Advertising and Digital Communications Services Prequalification Scheme has been extended to 30 April 2022. Please note that the scheme is undergoing a review.
Due to the impact of Covid-19, there are delays and we will not be accepting new applications until the review is complete. We appreciate your patience and will endeavour to resolve as soon as possible.
No action is required from suppliers.

The Advertising and Digital Communications Scheme has been extended until 30th April 2025, with all current suppliers retaining their successful status on the Scheme for their approved capabilities until then, subject to any Scheme enhancements or changes that may take place in the future.
There is no action required from existing suppliers at this point in time. The Campaign Performance Team will be working alongside the NSW Buy Team to action the extension in our systems.

SCM2701 is currently paused in preparation for the update to the NSW Government e-tendering platform. As of February 2023, new scheme modules will become part of the NSW Supplier Hub instead and all Scheme memberships will be managed through here.
Applications for SCM2701 will reopen in February 2023.

Due to circumstances beyond our control, our go-live date for the new schemes module will be delayed from February 2023 until March 2023.
As a result, SCM2701 will now reopen from the 1st December 2022 and remain open until March 2023.
SCM2701 will be frozen in March 2023 (exact date TBC) to allow for the release of the new schemes modules.
Until March 2023, suppliers will be able to submit new applications and resubmit unsuccessful applications.
The revised scheme freeze date will be dependent on the volume of applications that are received by March 2023, as we will need to allow sufficient time to review all applications prior to e-tender closing in April 2023.
