Liquor & Gaming NSW (L&GNSW), part of the NSW Department of Customer Service, oversees the Regulatory Sandbox.
The scope of the panel will be limited to the testing and assessment of products accepted into the Regulatory Sandbox.
The primary objective of the panel is to help L&GNSW assess the impact of a product accepted into the Regulatory Sandbox on gambling-related harm, and to identify any specific harm minimisation measures that could counter any impacts. However, the testing and trial process also provides an opportunity to investigate the broader implications of the product, including on anti-money laundering, data security and privacy protections, consumer protection and any other relevant matters.
A panel member with gambling harm expertise (a gambling researcher) will be engaged by L&GNSW to conduct field trials of a particular product. This would include developing appropriate research design and parameters consistent with the requirements of the Regulatory Sandbox and in consultation with L&GNSW, other experts from the panel engaged by L&GNSW for that product, the Office of Responsible Gambling, and the applicant of that product (if relevant). The researcher would undertake the field trial consistent with the research design and parameters, and also prepare the findings for L&GNSW.
Other panel members (technical expert/s) engaged by L&GNSW for that product would work together with L&GNSW, the gambling harm expert (researcher), the Office of Responsible Gambling, and the applicant of that product (if relevant) regarding development of research design as well as consideration/implication of trial findings and recommendations (if appropriate).
