Sydney’s “Metropolitan Water Plan 2004 - Meeting the Challenges – Securing Sydney’s water future”, is a document that was prepared by the NSW Department of Infrastructure, Planning and Natural Resources. It was issued in October 2004 and provides a 25-year strategy to secure Sydney’s water supply. One of a number of strategies to be initially implemented involves recovering the deep water from Nepean Dam to secure supply to the Illawarra and Warragamba Dam to secure supply for Sydney.

    The objective of the Nepean Dam DWSR project is to maintain water levels in Avon Dam above the operating level of the outlet structure by transferring water from Nepean Dam while allowing the maximum amount of space for capture of rainfall in the Nepean Dam. The Nepean Dam has the smallest storage and the largest catchment of the four dams in the upper Nepean catchment and as a result has the highest probability of spilling during a rainfall event.

    Nepean Dam is the sixth largest of 21 storage dams operated by the SCA that supply bulk water to Sydney, Wollongong and the Blue Mountains. It is the highest of four large dams in the Upper Nepean catchment located south of Sydney and was completed in 1927. Its construction comprises a concrete gravity dam with a crest length of 216 m and a height of 81 m.

    The construction of an interconnecting tunnel between Nepean Dam and Avon Dam was completed in 1972. The transfer ability of the tunnel is limited by a rock ledge at the Nepean Dam entrance of the tunnel. It is assumed that at the time of construction, the water level in the dam limited excavation to the tunnel invert. Although the dam water level is currently above this ledge the water will be unable to gravitate to Avon Dam once it lowers below this level. The dam has a storage capacity of 70.2 GL of which 29 GL is unable to be transferred through the tunnel. The flow of water into the tunnel is currently controlled by a sluice gate.

    During the early 1990’s the existing spillway was deepened and the Nepean Dam wall was strengthened using rockfill buttressing excavated from the spillway site. Two 900mm concrete encased low level pipes were also extended from the lower valve house and connected to the new (now existing) pump station (WPS77). The station pumps raw water to the Nepean Water Filtration Plant located above the dam.
