This procurement is authorised under the Ninganah No More program which identifies the establishment of six early childhood education Aboriginal language hubs to promote the teaching of Aboriginal language in early childhood education settings. The procurement of services for the establishment and operation of the hubs will support the following Department of Education business objectives:
• Implementation of the Department’s Aboriginal Children’s Early Childhood Education Strategy 2021-25 (First Steps).
• Delivery of NSW Government responsibilities to the National Closing the Gap Agreement.
Both commitments support improved attendance and outcomes of Aboriginal children in early childhood education.
In support of these commitments, the Ninganah No More program aims to achieve the following objectives:
• Embed Aboriginal language and culture into ECE educational programs.
• Increase the number of Aboriginal children learning an Aboriginal language.
• Ensure Aboriginal children remain connected to culture and grow their cultural identity through language.
• Develop stronger links between early childhood education services and their local Aboriginal communities.
• Create inclusive learning environments and encourage all children to learn an Aboriginal language.
The establishment of Aboriginal language hubs will deliver on these through making early childhood education services more inclusive for Aboriginal children, enabling Aboriginal children to learn an Aboriginal language, and enabling all children in early childhood education to learn about Aboriginal culture and identity. Evidence indicates that these are necessary for achieving greater attendance in, and outcomes from, early childhood education for Aboriginal children.
