The purpose of this project is to evaluate how, and how effectively, schools and systems have been able to concentrate, maintain and retain professional resources such as high performing principals and teaching staff in low SES community schools in NSW. The evaluation should consider the relative impact of incentives offered. The evaluation should also examine the effect on accountability of the strategies employed by Low SES schools.
