Tender Details

Aboriginal Affairs NSW (the Department) is seeking to engage a Primary contractor to conduct an evaluation of five Local Decision Making (LDM) sites operating under OCHRE (Opportunity Choice Healing Responsibility Empowerment), and the Accord (state Accord) making process between the NSW Coalition of Aboriginal Regional Alliance (NCARA) and the NSW Government.

It is expected that the Primary contractor would engage sub-contractor/s. This ‘consortium’ of the primary contractor and sub-contractor/s together would deliver the requirements of the Evaluation of OCHRE. The ‘consortium’ should be comprised of an academic institution with a regional presence in one of the site locations, or the ability to establish such a presence, and could consist of a mix of firms, individuals and academic institutions.

The Contractors will recommend changes that address the findings of the evaluation.

The evaluation of LDM provides a mechanism for local Aboriginal communities to participate in building the evidence base for making OCHRE stronger.

Objectives

The objectives of the evaluation are to deliver the evidence required:

  • to improve the effectiveness of LDMs and outcomes into the future, and inform the NSW Government about the future strengthening and/or expansion of LDM.
  • to understand the process of agreement making at the state level between an Aboriginal representative body and the NSW Government and outcomes into the future.
