Summary of Requirements
The solution will be initially implemented for Radiology, Nuclear Medicine, Cardiology and other departments that are using the incumbent solution. The modalities that work within these clinical departments are typicaly; X-ray, CT, MRI, Angiography, Fluoroscopy, OPG (dental), Mammography, Nuclear Medicine, Ultrasound, PET Scans and BMD.
In future, the solution may be implemented in other departments such as Ophthalmology, Foetal Medicine, Dermatology, Endoscopy, Radiation Oncology and Vascular Medicine. It should be noted that Local Health Districts (LHDs) have also requested the solution is able to store other types of images such as Medical Photography and Point of Care ultrasound (as used in the ED).
Each LHD may exclude/ include other services and prioritise rollout of the solution. The chosen solution needs to be scalable and modular to allow for additions and changes as NSW Health develops and expands.
The scope of the current RIS/PACS solution and services includes:
- An integrated RIS and PACS solution that will improve current clinical practices and operation output.

Potential Models
NSW Health expects solution providers to provide multiple options on solution procurement and hosting. The approaches that are currently under consideration include:
a) capital purchase (hardware & software)
b) software only (hardware provided by NSW Health)
c) managed service (annual operating cost)
d) solution as a service
e) pay per image
NSW Health is interested in EOI Respondents that can demonstrate how current services can be improved in terms of efficiency, effectiveness, and costs.
It is expected that vendor can demonstrate experience in implementing the proposed (or similar) solutions in multiple public hospital facilities of a similar size/scale to NSW Health.
Solution providers need to provide an efficient training plan and implement it. Respondents need to have good project management skills and be capable of rolling the solution to multiple sites.
Value Adding
NSW Health is seeking Respondents who can demonstrate an ability to add to and improve on existing medical imaging operations, including but not limited to RIS/PACS, its interaction with EIR, VNA, etc. For example, technologies to enable patient experiences and improve medical staff’s operation efficiencies.
Other Key Deliverables
NSW Health is seeking Respondents who can demonstrate an ability to operate efficiently in the provision of RIS/PACS solution, for a critical facet of health care services. Of particular interest is:
a) Problem resolution;
b) Process improvement that will facilitate the provision of urgent order management as per requisitions from LHDs;
c) Ability to act as a partner to identify problems and drive further efficiencies;
d) Ability and willingness to work with "internal to facility" distribution providers, with a view to maximising medical imaging efficiency; and
e) Ability to work in partnership with NSW Health within a contractual relationship to enable incremental improvement.
