The Mental Health Branch (the Branch) is issuing a restricted Request for Quote (RFQ) to seek submissions from applicants who meet the eligibility criteria to evaluate the implementation and outcomes of the NSW Aboriginal Mental Health and Wellbeing Strategy 2020-2025 (the Strategy). Eligible submissions will only be accepted from external parties who meet the requirements of a recognised Aboriginal business with a strong track record in delivering research and evaluation projects.
A ‘recognised Aboriginal business’ is one which meets the definition of an Aboriginal business under the definition used in the NSW Government Aboriginal Procurement Policy:
• is certified as an Indigenous business by Supply Nation (formerly the Australian Indigenous Minority Supplier Council), or
• is certified as an Indigenous business by the NSW Indigenous Chamber of Commerce, or
• has at least 50% Aboriginal ownership.
A consortia model can be considered to ensure the successful applicant has adequate access to the skills and experience required to conduct all elements of the evaluation. The consortia must be led by an Aboriginal business that meets the above definition.
The successful applicant will clearly demonstrate their capability and capacity to evaluate the implementation of the Strategy’s goals and corresponding strategic priorities, in partnership with NSW Health.
