Tender Details

The Clinical Excellence Commission is seeking a tender proposal from experienced providers of online education programs for clinicians that will provide the following outcomes: · an awareness and understanding of improvement methodology · an online assessment capability with immediate feedback to verify knowledge and understanding of the improvement methodology · an on-demand format, easily accessible that can be delivered to the different levels of staff · a modularised program with stand alone modules that can be provided in bite sized chunks (learning units) of say 30  60 minutes per component of the module, and accessed at any stage of the learning process · modules that can be worked through as an independent learner · the ability to assess the level of knowledge of the user through use of pre and post test · modules that are building blocks to completion of the entire program · the ability to provide credit points and / or recognition of prior learning from successful completion of the entire modular program (refer to online assessment in section 5) to a formal program of tertiary study · the ability of health service staff to use the modules for presentations in a face to face setting at local health service level · the ability to have a stand alone module, which comprises an overview of the importance and benefits of improvement methodology, that can be made available on the CEC website and can be accessed without registering as an online user · a cost effective program for initial and ongoing requirements · the ability to update content at regular intervals with Hot Topics in patient safety and healthcare improvement · the ability to update content and/or examples in line with NSW Health state wide initiatives regarding system improvement, including Clinical Services Redesign methodologies e.g. Lean, or to provide a line of sight to future education programs and those related methodologies · the ability to map the program against the National Patient Safety Education Framework (see below) · demonstration that the learning material can be learned effectively in an online environment · the ability to have the modules delivered in an alternative format such as on CD rom · the ability to deliver a modular program that can support multiple users on line at one time, with up to 2000 users registered at one time · the ability to deliver a program that will support the learning of participants in both the state-wide and modular CEC Clinical Leadership Program. Module development will show documented evidence of: · Consistency with NSW Patient Safety and Clinical Quality Program · Consistency with the CECs mission, vision and strategic directions · Mapping module topics against the National Patient Safety Education Framework · Review of national and international improvement toolkits and education guides (e.g. NSW Health Clinicians Toolkit, UK National Health Service (NHS) Improvement Leaders guides, IHI Innovation Series white papers) It is preferable for the development of the program that the provider has expertise in the subject material in addition to an e-learning capacity. The Clinical Excellence Commission will make available subject matter experts for input into the design phase, if required. The Clinical Excellence Commission will make arrangements for testing and providing feedback on the education program.
