This RFP seeks Proposals from potential suppliers for the supply, fulfilment and/or delivery of the Authority Management Solution (AMS) to enable the online management of applications to the Ministry of Health for authorisation to prescribe or supply highly controlled Schedule 8 medicines in certain circumstances and some specialised authorisations (not associated with S8 medicines).
The Australian Government made a National Data Exchange (NDE) available in 2019 as a piece of central infrastructure to enable the implementation of a national real time prescription monitoring (RTPM) system. On 18 April 2019, there was agreement at the Council of Australian Government (COAG) Health Council meeting to commit to progress development and adaptation of systems to connect to, and interface with, the Australian Government's NDE system to achieve the national RTPM.
The NSW RTPM & Enhanced Authority Management Program seeks to address the key problems of non-medical use, inappropriate and unlawful prescribing), and regulation challenges for opioids, benzodiazepines and other high-risk medicines.
Stage 1 of the Program is to implement the NSW RTPM based on the Commonwealth’s NDE solution. The NSW RTPM system will provide eligible health practitioners and the regulator with access to detailed transactional information about the prescribing and dispensing of Schedule 8 medicines and some high-risk Schedule 4 medicines (monitored medicines).
