Tender Details
NSW Health is seeking to appoint a consultancy team or research organisation with extensive experience in the evaluation of public health programs to evaluate the implementation, systems changes; workforce development; health outcomes and cost effectiveness of drug and alcohol Consultation Liaison (CL) services. The purpose of the evaluation is to test the hypotheses that effective drug and alcohol liaison:
· Improves emergency department performance indicators (i.e. reduces bed block) and hospital throughput
· Increases the identification of patients with drug and alcohol issues; and
· Improves the health outcomes and treatment pathways for patients with drug and alcohol issues.
A central aspect of the evaluation will be an analysis of how well the relevant services, particularly drug and alcohol services, emergency department and mental health services work together in delivering appropriate services to the client group, particularly those with co morbid drug and alcohol and mental health problems.

Additional Details / Instructions
The appointed consultancy team or research organisation will be expected to develop a detailed description of the methodology and framework for the evaluation. The Framework should outline strategies for data collection, analytical techniques and identify key milestones and deliverables. The term of the evaluation will be four years. The scope of the evaluation will cover the each phase of the development of drug and alcohol consultation liaison services and specifically address: systems changes; workforce development, health related changes and cost effectiveness. |
