Evaluation Criteria Weighting

 Methodology

• Draft Evaluation Framework including acknowledgement of opportunities and limitations.

• Draft Implementation Plan.

• Detailed outline of proposed method for process, outcomes and economic evaluation.

• Recommendations for how potential methodological limitations will be addressed in order to produce robust and meaningful responses to key evaluation questions.

• Demonstrated insight into how the methodology and evaluation results will inform future program developments and future research/evaluation.

Budget

• Proposed itemised quote including fee structure, personnel charge out fees (consistent with the requirements of the prequalification scheme) and allocated time to the project, other charges and rationale that demonstrates value for money.

Evaluation and subject matter expertise and demonstrated experience

• Demonstrated subject matter knowledge and understanding of interventions to improve student wellbeing

• Experience in conducting research and evaluation activities that involve health and education.

• Experience in conducting research and evaluation activities that involve children and young people, including at risk or vulnerable groups and priority populations such as Aboriginal people and people of CALD backgrounds.

• Demonstrated high level of expertise and substantial experience in conducting health service evaluations including economic evaluations.

• Demonstrated experience in obtaining relevant ethics approvals.

• Experience in working on similar projects.

• Demonstrated experience in writing comprehensive, high-quality evaluation reports.

Project management capability

• Demonstrated track record for conducting large and complex evaluation projects.

• Demonstrated ability to meet timeframes.

• Experience in working collaboratively with government agencies, schools, health services and non-government organisations.

• Availability of Aboriginal interviewers.

• Detail on allocated resources to the project, specifically key project personnel, their qualifications and experience, previous roles in similar projects and their planned areas of responsibility on the project.

• Detail on the primary senior contact point for the entire duration of the project

Understanding of project

• Understanding of both the NSW Health and Education systems and the role played by school wellbeing teams.

• Understanding of the project requirements and deadlines.

• Understanding of the context and perspectives of program stakeholders.
