Tender Details

There is a requirement to replace current Chemical Pathology (Clinical Chemistry and Immunoassay) platforms with a view to standardising and rationalising Chemical Pathology services across the Western Pathology Cluster (WPC), Childrens Hospital Westmead (CHW) and Pathology North (PN).

Pathology North (PN) is the public pathology provider encompassing PaLMS Northern Sydney Central Coast (PaLMS NSCC), PaLMS Northern Rivers (PaLMS NR), PaLMS North Coast PaLMS NC), Hunter Area Pathology Service (HAPS) and Pathology New England (PNE). These services provide pathology testing for Northern Sydney Central Coast, Hunter New England and Northern Rivers Area Health Services.

The CHW services only the Childrens Hospital at Westmead.

Each of the pathology networks aims to provide a comprehensive pathology service, marked by high analytical quality, consistent turn-around times (TAT) and minimal error rates, all in a cost-effective manner. In order to create more standardization and efficiencies within each network, it is our aim to continue consolidation of tests on a minimum of different platforms.

It is a requirement that instrumentation and assays will match or exceed current performance with respect to accuracy, analytical range, precision, specificity, sensitivity, test menu, throughput, testing volume and reliability.

Proposals are invited from companies that can supply solutions for laboratories across the WPC, CHW and PN that have varying test menus and volumes. While it is realised that the size and model of instrument(s) may vary, it is preferable that the same analytical principle will be used across all sites within each pathology network for any particular analyte.

This RFP sets out the requirements for Chemical Pathology analytical systems for testing associated with fields such as: endocrinology, oncology, vitamin analysis, therapeutic drug monitoring, infectious diseases serology, general Chemistry, proteins and drugs of abuse.

The proposals shall include all equipment, service, reagents, consumables, training, assay and instrument commissioning costs, contracts and technical support for the duration of the contract (approximately 5 years) with the option to extend a further 2 years (ie. 2 x 1 year extensions).

Responses to this Request for Proposal (RFP) are to relate to instrumentation, software, hardware, reagents and consumables that are available at the close of the tender period.

RFT Type

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
