For construction of The Northern Road upgrade between Eaton Road, Luddenham and Littlefields Road, Luddenham (Stage 6)

Tenders are invited, from pre-qualified contractors with Roads and Maritime Services under the National Prequalification Scheme at R4 & B1, for the construction and realignment of 6.3km consist of 3.8km of The Northern Road and 2.5km upgrade of Elizabeth Drive and Adams Road. This work consists of the upgrade of The Northern Road between Eaton Road and Littlefields Road to a four lane divided road with adjustment of public utilities, reconstruction of signalised intersection at Elizabeth Drive and new signalised intersection at Adams Road. 

A pre-tender meeting and site inspection will be held at 10:00 am on 22/10/2018 at Twin Creeks Golf and Country Club Luddenham. Attendance is mandatory to submit a conforming tender.

All tenderers must comply with the New South Wales Government’s Procurement Policy Framework (NSW Framework), Code of Practice for Procurement (NSW Code) and Implementation Guidelines to the New South Wales Code of Practice for Procurement: Building and Construction (NSW Guidelines).

This project is jointly funded by the Australian and NSW Governments.

The Code for the Tendering and Performance of Building Work 2016 applies to this project. This document is available at https://www.legislation.gov.au/Details/F2017C00125. By submitting a tender for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.

It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out. Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.

The Works to be carried by the Contractor involve the upgrade of approximately 6.3km of The Northern Roadd, Elizabeth Drive and Adams Roadd.The works generally consist of upgrade  the existing two-lane The Northern Road to a generally four-lane divided road (two general traffic lanes and an additional kerbside bus priority lane at each intersection) separated by a wide central grass median, including slip lanes, new fully signalised intersections at Adams Roadd and Elizabeth Drive,  and upgrades to intersecting streets. The works are within the Penrith and Liverpool local government areas (“Council”).The work site is approximately 65 km from Sydney CBD by road.  The works are to be constructed within and upon operating roads and are to be constructed adjacent to live traffic.  The Work Under the Contract is to be carried out with the least possible disruption to traffic and accesses to nearby residences and businesses.

Features of these Works include:

• 2.0 km green fields realignment of the new The Northern Roadd (Eaton Rd to Elizabeth Drive Intersection) of green/brownfield realignment/upgrade of Elizabeth Drive

• 0.6 km of brownfield upgrade of existing The Northern oadRd

• 0.7 km brown field upgrade of the existing Adams Roadd (west and east of the new at grade intersection of new aligned The Northern Roadd)

• 1.8 km brown field, upgrade of the existing The Northern Roadd from the existing Elizabeth Drive

• 2.0 km green fields realignment of the new The Northern Roadd (Eaton Roadd to Elizabeth Drive Intersection)

• 3 metre off-road shared paths for cyclists and pedestrians on the western side of the Northern Road.

• Designated turning lanes and bicycle and pedestrian crossing provisions at traffic lights

• New traffic lights at Elizabeth Drive and The Northern Road intersection and The Northern Road and Adams Road intersection.

• Provision of bridge sized culvert(s).

• Drainage works

• Installation of utilities, including Endeavour Energy, Telstra, ITS and NBN assets.

• Landscaping
