Additional Details / Instructions

SCA is seeking consulting services to build a financial and a linked regulatory model (the Models) which will be used by Sydney Catchment Authority (SCA):

• To forecast future financials and estimate its future financing requirements (the Financial Model) for management consideration;

• To work out water service pricing paths using the building block method (the Regulatory Model);

• To demonstrate SCA’s forecast financial position to the Independent Pricing and Regulatory Tribunal of New South Wales (IPART), for example for financeability tests;

• To assist in providing an Annual Information Return (AIR) to its regulator for Price Determinations; and

• To meet Annual requirements for the production of SCA’s Statement of Financial Framework meeting NSW Treasury Guidelines, which include providing forecast dividend payments and credit rating metrics.
