Tender Details

RailCorp has a number of corporate customers (third party operators) who operate trains across the RailCorp rail network and pay fees to RailCorp for that usage.  These customers are generally private freight railway operators, such as Pacific National; although there are some passenger services as well, such as those run by Great Southern Railway Ltd.  RailCorp bills these customers for this network usage.

 

The Network Access Division is responsible for the collection and analysis of network usage data for these third party operators.  On the basis of that data, RailCorp bills third party operators in accordance with pre-negotiated agreements.  There is an existing ICT system (TRIPS4) which supports Network Access in these operations.  However TRIPS 4 is past the end of its operational life such that the system runs on unsupported technology components.

 

The Network Access Billing System (NABS) Project will provide a consolidated set of work streams which will replace the Train Running Invoice Processing System (TRIPS4) and interfaces into TRIPS4 from source systems.  This project will leverage off the separate Train Running Information Management System (TRIMS4) project to allow RailCorp to use the information now available from TRIMS4 to substantially automate the calculation of its customer charges for use of the rail infrastructure network.

 

NABS comprises the development of a system and associated interfaces from source systems, primarily TRIMS4 that will support the following drivers for change:

1.        Revenue Improvement - improvements in billing data quality will drive improvement in RailCorp’s billing and revenue collections from third party rail operators; the risk of severe interruption to the billing operations of the Network Access Division will be removed;

2.        Operational Efficiency - efficiencies are gained through improvement in the effective use of RailCorp’s resources, and through retirement of applications which are costly to ICT to support, and

3.        Responsible Asset Management - better management of its assets are achieved through maintenance, renewal, and delivery of software assets which address business objectives.

The business goals and objectives are to:

1.           improve process efficiency for the Network Access Division;

2.           manage the risk associated with the use of unsupported technology components for the existing Network Access Billing System (TRIPS4); and

3.           provide additional functionality through the new system.

The solution shall deliver the following business outcomes:

·         Improved accuracy and timeliness of the Network Access Division’s customer pricing and billing processes via the automated collection of data for private operator train movements

·         Automating existing manually-intensive processes required to supplement the operations of the current systems

·         Improved management of the Division’s network access agreements with private train operators

·         Improved compliance of these agreements with external standards and regulations

·         Provision of reports or data extracts to Network Access, other RailCorp business units (such as Infrastructure), or external parties

·         Maintenance and support through the use of standard development products and tools.
