The PPP Rolling Stock Project is a key area of business reform within RailCorp. The Project involves the procurement of 78, 8 car Sets referred to as A-sets, to replace about one half of the suburban electric fleet, by way of a Public Private Partnership (PPP).  The PPP Rolling Stock Project is the largest single rolling stock procurement project ever undertaken in Australia at $3.6 billion NPV and because of its size and procurement model will impact nearly all of RailCorp in some form along with RailCorps customers and external stakeholders.

 

Change if poorly implemented has the potential to adversely affect service performance, industrial relations, safety and reliability along with customer perceptions and the political environment. Most importantly poor implementation will impact the ability of RailCorp to realise all the anticipated benefits of the introduction of new trains into the network.

 

RailCorp does not currently have an enterprise-wide change strategy for achieving business readiness to accept PPP implementation and this represents a major risk to the project. An enterprise-wide strategic change framework is required to support the PPP fleet introduction based on a structured and organized change program with clearly defined roles and accountabilities that will bring substantive operational and performance improvements to the enterprise along with raised cultural awareness and tangible industrial relations support.

 

The purpose of the RailCorp PPP Change Management Program (PCMP) is to ensure that the implementation of the PPP fleet is managed holistically and consistently throughout the RailCorp organisation with consideration for People, Process, Systems and Structural (Organisational) change elements.  The PCMP will provide a common method for reviewing, planning and implementing change and addressing the impacts of change both on and in the business.
