Transport Asset Holding Entity of New South Wales / Design and Construction of the Ivery's Lane 11kV Switchroom - 08/08044

As part of the redevelopment of RailCorps North Eveleigh Yard and Carraigeworks sites, RailCorp has approved the transfer of land at the site to the Redfern Waterloo Authority (RWA). As a result of this transfer of land to RWA, the existing 11kV supplies in the area need to be relocated and reconfigured. Particularly, a new 11kV Substation (herein known as the Iverys Lane Switchroom) will be constructed on the portion of the North Eveleigh site to be retained by RailCorp. Other ancillary works required at the site(s) to complete the substation and 11kV reconfiguration include, but are not limited to: § Earthworks in and around the site including footings for the substation, access road and hardstand and construction of a retaining wall adjacent to the site; § Removal of 11kV and Low Voltage equipment made redundant when the substation is commissioned; § Reconfiguration of 11kV supplies in and around the site to commission the new feeding arrangement required on commissioning of the substation; § Installation of Low Voltage supplies in and around the site; and § Other general building and civil works, as detailed in this RFT. The purpose of this Request for Tender is to select a preferred Tenderer for the Design and Construction of the Iverys Lane Switchroom and all associated ancillary works required to commission the substation, to reconfigure the 11kV network in and around the North Eveliegh site, and to decommission and remove all equipment made redundant by the commissioning of the new switchroom. The successful Tenderer(s) will be required to supply labour, plant and equipment, and the technical and managerial expertise necessary to design and construct the substation and ancillary works, and to perform all other related Works. The Contractors workforce will be working at and near existing high voltage active railway tracks. The Contractor must take precautions to prevent its workforce, and all other personnel, making contact with live electrical conductors and encroaching onto the rail tracks. Overall, the works carry a high safety risk. The Contractor must ensure that safe working practices are used throughout the course of the Works. RailCorp will supply certain long-lead time items, free of cost, to the extent nominated in the RFT. The Contractor will be required to ensure that disruptions to the local residential and commercial community, and RailCorp customers, are minimised. The Contractor will need to program its work to derive the maximum benefit from Nominated Track Possessions and planned/required outages of RailCorps 11kV network. Certain activities must be performed during these Possessions, and at other prescribed times. This Preamble is intended to provide an outline of the Contract for the convenience of Tenderers and must not be relied upon by Tenderers. Tenders are subject to the detailed requirements in Sections A to E of this Request for Tender Document (the "RFT"). Without limitation, the proposed scope of work outlined in the RFT may be subject to amendment in accordance with Addenda issued under clause A14 of the Conditions of Tendering.
