1.0 PROJECT ConteXT
For the purpose of this RFP, RailCorp has grouped three distinct and varying sized specific projects under the umbrella of the General Accounting & Reporting Project. Although there is a strong interdependency amongst the projects, each one has its own project team with clear deliverables, outcomes and timeframes.

1.1 Expectations
In order to achieve the objectives and deliverables from the three projects, RailCorp has the following expectations from the professional services organisations to consider when preparing their proposal response:
Leading/Global Practice
In addition to the standard accepted practices to apply to scope of activities outlined in this RFP, it is expected that an organisation will bring consultants and/or subject matter experts, who have been involved in designing and implementing leading best practices with other client organisations.
During the completion of the two-phased of Conceptual Design phase, the expectation is for the successful organisation to bring the leading practice that will challenge the RailCorp stakeholders as this exercise is not about consensus building. The focus is presenting innovation, leading practice, new ways of looking at the core processes and overall effect a Transformation. This exercise is not about process improvement.
Experience and expertise
RailCorp is expecting organisations to propose a team of consultants that will bring the following:
§ Expert understanding of relevant leading practices for process element(s) in scope
§ Experience in designing and implementation of leading best practices (e.g. they should have got their hands dirty so they know what lessons were successful, the challenges, issues and approaches that should not be repeated)
§ Subject matter experts need to have process-related experience
Overall
§ Focus needs to be on transformation not process improvement
§ This phase of the project is to focus on the future state To Be design it is not an implementation project however the outputs of the design phase will provide a blueprint or roadmap of the implementation effort required to implement the agreed design
