PREAMBLE

RailCorp is the rail entity established to provide passenger rail services for metropolitan NSW. It was formed through the merger of the State Rail Authority of NSW (StateRail) and Rail Infrastructure Corporation (RIC).

RailCorp has an extensive project management community across its structure.  They are responsible for the delivery of effective solutions to meet the organisations needs. A RailCorp Project Management Methodology (RPMM) has been developed to promote a common and high standard of project management.  

Through this RFT, RailCorp is seeking proposals from Tenderers who are specialists with extensive experience in eLearning design and development, to develop computer assisted (potentially online) training modules which are to provide RailCorp employees with instruction in the RPMM. 

This training is intended as both an initial training in the methodology as well as an ongoing reference during the project management lifecycle.  It will be offered alongside, but is not intended to replace or overlap with, a full suite of industry standard project management training workshops.

It is mandatory that the Tenderer adheres to Sharable Content Object Reference Model (SCORM) and related standards.

RailCorp will accept a Tenderers alternate development proposals, however, as an indication envisage that the RPMM modules will be produced in Flash and will not incorporate solutions that would represent undue demand on bandwidth and network. 

The successful tendering company will both develop all modules and will be engaged in ongoing maintenance as the RPMM continues to evolve to meet organisational needs.

The contract period will be two (2) years from the date of acceptance of the tender and RailCorp at its sole discretion may extend the period by up to a further two (2) years.

This Preamble is in summary form only for the convenience of Tenderers and must not be relied upon by Tenderers.  It is subject to the detailed requirements in Parts A-D of this Request for Tender Document (the "RFT").
