TransGrid / Civil & Electrical Works for Transformer & Reactor Replacement - 1275

The Works cover the civil and electrical work required at Sydney South Substation to replace the existing No. 4 330kV/132kV 250MVA single phase transformer units with a new 375MVA three phase transformer and replace the existing cable 41 No. 1 330kV series reactor with a new 330kV series reactor. 

The existing No. 4 single phase transformers and 330kV series reactor will be scrapped under this contract.

Note: A Mandatory Site Inspection will be held on Tuesday 12th January 2010 commencing at 10:30am at Sydney South Substation, which is located off Henry Lawson Drive, Picnic Point.

PPE clothing requirements are applicable to this site inspection.

The Tenderer shall be responsible for ensuring their employees are suitably dressed at all times. In all casses any kind of undressed appearance or use of leisure clothing (eg. beachwear, thongs, open footwear, singlets ect.) is not acceptable.

All personnel must wear long sleeve shirts, trousers, safety helmets, enclosed footwear and high visibility shirts, or vests when entering switchyards, repeater stations, along transmission line sites or in any other area where a safety helmet is required.

Tenders which do not comply with the following requirements will not be considered

a)    Provide working examples of their Site Specific Management Plan in accordance with clause 1.9.2.3 to support the Tenderer’s ability to prepare and manage site specific Occupational Health, Safety and Environmental Management Plans.

b)    Nominate and provide a resume of an appropriately qualified person to perform the role of Principal Contractor who will be appointed for the duration of the project in accordance with clause 1.9.2.2.

c)    Attendance at Site inspection meeting at the existing 330/132kV Sydney South substation (as per Clause 1.1.14.3)

d)    Tenders must be for the whole of the Works specified.  Tenders for only part of the work will not be considered.

e)    The Tender price submitted must be FIRM (i.e. not subject to adjustment for variations in cost)

f)     The Contractor shall have an accredited Corporate OHS Management System. The system must meet the requirements of the NSW Government Occupational Health & Safety Management Systems Guidelines 4th Edition and be accredited by TransGrid.

If the Tenderer is not already accredited by TransGrid, it must submit its Corporate OHS Management System documentation that meets the requirements of the NSW Government Occupational Health & Safety Management Systems Guidelines 4th Edition with its Tender in Schedule 1I, and include:

Verification of the operation of the Corporate OHS Management System. This should also include records pertaining to any audits conducted of the system.

Health and Safety performance records including records of accidents, incidents and any WorkCover infringements or prosecutions for the last 3 years.

Failure to provide the necessary System documentation or achieve TransGrid accreditation will exclude the Tenderer from further consideration.

Accreditation provided by TransGrid will be issued specifically for Works to be undertaken for TransGrid only.
