On 8 May 2016, the NSW Premier, the Hon Mike Baird MP, and the Minister for the Environment, the Hon Mark Speakman SC MP, announced that a refund container deposit scheme (the Scheme) will be implemented in NSW by July 2017.
Introducing the Scheme is a key election commitment for the Government and its introduction will be a major step towards meeting the Premier’s Priority goal to reduce the volume of litter in NSW by 40 per cent by 2020. The Scheme is the largest single initiative ever undertaken to reduce litter in NSW.
The Scheme will be delivered by a single Scheme Coordinator and by multiple Network Operators in seven geographic zones across NSW.
The Minister for the Environment will select and enter into agreements with persons to be the Scheme Coordinator and Network Operators to manage and administer the Scheme across the State under the Waste Avoidance and Resource Recovery Act 2001 (NSW) (WARR Act).
The NSW Environment Protection Authority (EPA) is leading the development and coordinating the delivery of the scheme for the NSW Government.
A two-stage Invitation to Prequalify and Request for Tender process will be run by the NSW Government, through the NSW EPA, to select the Scheme Coordinator and the Network Operators by April 2017.
The NSW Government is seeking responses to this Invitation to Prequalify for the roles of Scheme Coordinator and Network Operators. Applicants are invited to submit Prequalification Submissions for one or more roles in accordance with this Invitation.
