In June 2022 the NSW Government announced the Energy Bill Buster package to support energy rebate recipients through solar and energy efficiency installations which would provide energy bill savings of up to $600 per year. The package, targeting around a third of NSW households currently receiving energy rebates, includes the Rebate Swap for Solar, which is an expansion of the Solar for Low Income Households (SLIH) trial and the Rebate Swap for Energy Upgrades (RSEU) offer. The SLIH trial is currently restricted to certain locations in NSW but is anticipated to expand state-wide towards the end of this year. The RSEU offer is intended to be made available state-wide from launch in December.
The RSEU offer is intended to provide fixed and non-fixed appliances to eligible households including fridges, heat pump dryers, washing machine, air-conditioners, window seals and draught proofing upgrades.
The first phase of the program will focus on replacing the non-fixed appliances. This procurement activity seeks to appoint a provider to supply and install the non-fixed appliances (fridges, washing machines and heat pump dryers) to support the roll out of the first phase of the RSEU offer. Participating households will be provided a code to place an order for an appliance package comprising an energy efficient fridge, washing machine and heat pump dryer up to a value of $4000 from a range of models approved by the Department. The order will be able to be placed on the web page for the RSEU offer and fulfilled by the supplier who will then invoice OECC.
The successful provider may support piloting similar offerings which are currently under development through the New Policy Proposals (NPPs) process, prior to a state-wide roll out. Any such offerings could be provided for under this procurement activity so long as they align with the sourcing strategy and do not exceed the approved contract value.
