Tender Details

Introduction

 

The Talbingo Transmission Track is located within Kosciuszko National Park linking Talbingo with the Elliott Way and is administered by NPWS Southern Ranges Branch. Following the Dunns Road fire in January 2024 and subsequent major storm events in March 2020, February 2021 and November 2022, three culvert sites in the northern, Boraig – Buddong, section of the track were severely damaged by storms resulting in scouring and failure of the road embankments at these sites. The culvert failures combined with subsequent scour and very steep terrain has resulted in the formation of significant gully features and failure of the road structure. As a result of the initial failure the track has been closed since March 2020.

 

The engineering design firm, Jacobs Australia Pty Ltd were engaged to undertake investigation and design services to develop works documentation for the stabilisation of the Track, which was completed in December 2023.

 

Naturally occurring asbestos (NOA) was found on the approaches, and adjacent to, the worksites. A licenced asbestos assessor (EnviroScience Solutions Pty Ltd) was engaged to undertake investigation, assessment of asbestos risk and preparation of an Asbestos Management Plan to be implemented to manage the risk of asbestos during the works. This plan was completed in late 2024.

 

Objective of the Contract

 

The NSW NPWS seek to stabilise the road embankments and reinstate normal traffic conditions at the three sites by late 2024.

 

NSW NPWS are seeking to engage a suitably experienced and qualified contractor to implement the project works as per the project design documentation. NPWS are seeking a contractor to share the project vision and be prepared to work as part of the Project Team to successfully bring the Project vision to reality.

The three culvert sites (Sites 1, 2 and 3) located on the Talbingo Transmission Track south of the Tumut 3 Power Station [Talbingo Village and about 28 km northeast of Tumbarumba between GR 35°38'22.5"S 148°16'05.7"E to 35°38'31.0"S 148°16'21.0"]
